Farzad Mostashari
Farzad Mostashari, MD, ScM currently serves as a Senior Advisor for policy and programs with the Office of the National Coordinator for Health Information Technology at the U.S. Department of Health and Human Services. Previously, he served at the NYC Health Department (DOHMH) as Assistant Commissioner for the Primary Care Information Project, with the goal of encouraging and facilitating the adoption of prevention-oriented health information technology in underserved communities. Dr. Mostashari also led the CDC-funded NYC Center of Excellence in Public Health Informatics, and an AHRQ-funded project focused on quality measurement at the point of care. Prior to this he established the Bureau of Epidemiology Services at the DOHMH, charged with providing epidemiologic and statistical expertise and data for decision making to the Agency. He was one of the lead investigators in the outbreaks of West Nile Virus and anthrax in NYC, and among the first developers of real-time electronic disease surveillance systems nationwide.

Dr Stephen Ondra, MD

Senior Policy Advisor for Health Affairs

In 2009, Dr. Stephen Ondra was appointed as Senior Policy Advisor for Health Affairs in the Department of Veterans Affairs by President Obama. Prior to that, he served on the Veterans Affairs group in the Obama-Biden Presidential Transition Team and the Campaign Health Policy and Veteran’s Policy committees.
In addition to serving many years in the military, Dr. Ondra has worked at the University of Michigan and at Illinois’ Northwestern University. He also chaired the Medical Device and Technology Committee at Northwestern Memorial Hospital, where he was promoted to Professor of Neurological Surgery.
Dr. Ondra has also worked with several Government agencies including: The Scientific Advisory Board for the Defense Spinal Cord and Column Injury Project for the Department of Defense and The Medical Coverage Advisory Committee with the Centers for Medicare and Medicaid Services. His medical expertise has allowed him to advise and discuss health policy matters with members of Congress, Cabinet Members and foreign government leaders.

Michael Cowan joined BearingPoint Consulting in October 2005 as Chief Medical Officer and moved to Deloitte Consulting as a part of their acquisition of BearingPoint in May 2009. Prior to that, he was Senior Vice President for Healthcare Solutions at Oracle, Inc. Michael spent 33 years in the U.S. Navy Medical Department and was the Navy’s 34th Naval Surgeon General. He earned his MD from Washington University, St. Louis, and completed residency training at the National Naval Medical Center in Bethesda. Michael is a Fellow of the American College of Physicians, a Certified Executive of the American College of Physician Executives and Distinguished Professor of Military Medicine at USUHS.

Erik Pupo

Erik Pupo currently serves as the chief architect to the Office of the National Coordinator for Health Information Technology (ONCHIT) for the Federal Health Architecture (FHA) program with specialization in issues associated with health IT privacy and security and health interoperability architecture. His work at ONC and FHA includes providing subject matter expertise on health IT standards to federal agencies through the FHIM project; work with privacy and security experts within HIMSS, HISPC and CCHIT to facilitate security issue analysis for policymakers and architecting and analyzing healthcare transformation opportunities for federal agency challenges as part of FHA TRANSFORM. In his role at ONC and FHA he also is responsible for advising and briefing senior executives on health IT privacy and security policy issues and supporting and advising the FHA CONNECT and TRANSFORM teams on privacy and security issues.
Justine Piereman

Justine Piereman has a wealth of experience working on systems-related initiatives within the Social Security Administration (SSA). Since 1997, Ms. Piereman began an intensive focus on authentication, security and credentialing issues in support of SSA's internet service delivery initiatives. Ms. Piereman also managed the development of the agency’s Disability Case Processing System, a current initiative to consolidate State Disability Determination Service (DDS) business processes and support legacy systems. Ms. Piereman is now leveraging this expertise as Director and Program Manager for health information technology (Health IT) within the Office of Disability Systems. In this capacity, Ms. Piereman manages and coordinates all agency-wide systems strategic and tactical efforts pertaining to Health IT. Prior to joining SSA, Ms. Piereman spent time with the Department of Defense and Lockheed Martin, giving her both public and private perspectives of the IT industry. Ms. Piereman holds an MBA from Loyola College of Maryland and is Project Management Professional (PMP)-certified.

Riley is the CONNECT lead for the Federal Health Architecture Program within ONC. In this role, he facilitates consensus among federal agencies, states and private sector organizations to enhance health information sharing on a nationwide basis. His work has resulted in the development and release of the CONNECT software as well as in the formation of the CONNECT open source community.
David Baquis

David Baquis is an Accessibility Specialist with the U.S. Access Board. He is currently involved with updating accessibility standards and guidelines for Section 508 of the Rehabilitation Act and Section 255 of the Telecommunications Act. Mr. Baquis writes technical assistance materials and has published many articles on assistive and accessible technology. In addition to responding to public inquiries on information and communications technology, he delivers training including recent presentations on: voting systems e-learning and health information technology. His background blends 30 years of experience in healthcare consumer education disability issues technology and public policy. Prior to his appointment at the Access Board he worked as Director of the National Center on Hearing Assistive Technology.
Pat Sheehan

Patrick joined the Department of Veterans Affairs in 1989 as a Computer Specialist and worked within the VA’s IT test facility as an adaptive trainer until September 2002. As an adaptive trainer Patrick trained both disabled veterans and federal employees on a variety of access technologies that ranged from screen-readers, text magnification programs to hardware such as scanners, closed circuit televisions and note takers. Patrick is currently the Director for the Office of Compliance within the Office of Information & Technology and serves as the agency 508 Coordinator at the Department of Veterans Affairs.
Bert Reese

Bert Reese is Senior Vice President and Chief Information Officer of Sentara Healthcare, an integrated health system with net revenues of $2.9 billion. Peter Fine, FACHE

Peter Fine is president and CEO of Banner Health, one of the nation’s largest secular, nonprofit healthcare organizations operating hospitals spanning seven states. Banner employs more than 35,000 people and is Arizona’s second largest private employer.
Peter has also served as executive vice president and COO of Aurora Health Care, a large integrated system serving all of eastern Wisconsin. Before joining Aurora, Mr. Fine served in several hospital leadership positions, including president and chief executive officer of Grant Hospital and senior vice president of operations at Northwestern Memorial Hospital.
He received his master’s degree in healthcare administration from George Washington University and is a fellow in the American College of Healthcare Executives. A number of prestigious organizations have honored Mr. Fine - some of them include: this 2010 CEO IT Achievement Award, Phoenix Business Journal’s Most Admired CEO Award 2010, Arizona Business Magazine with the Healthcare Leadership Award in 2010.
Jeff Blair

Jeff Blair has been Director of Health Informatics at Lovelace Clinic Foundation (LCF Research) in Albuquerque New Mexico since January of 2006. He has lead responsibility for the New Mexico Health Information Collaborative (NMHIC) the HIE network selected by the Governor as the State Designated Entity for ARRA. LCF/NMHIC actively participated in the Nationwide Health Information Network (NHIN) Trial Implementations. LCF Research is playing a lead role for the Health IT Regional Extension Center in New Mexico and in the State HIE Cooperative Agreement Program. Mr. Blair has been appointed by the U.S. Congress to three consecutive four-year terms on the National Committee on Vital and Health Statistics (NCVHS) where he has played a leadership role in recommending standards for HIPAA electronic health records, e-prescribing and the NHIN. Mr. Blair held a variety of management and staff positions at IBM from 1967 through 1997. He has his MBA from Northwestern University.
Matthew Quinn

Arlene Stanton, PhD, NCC

Arlene Stanton is currently on detail (temporary assignment) to the Office of Communications for her agency, the Substance Abuse and Mental Health Services Administration (SAMHSA). She has served as Government Project Officer for D-ATM since its early development and is involved in SAMHSA’s HIT and Data Initiatives and Pandemic Workgroup. She has overseen two national evaluations and consults internally on evaluation activities.
Dr. Stanton received her PhD from the University of New Orleans and was a Postdoctoral Fellow at the Center for Mental Health Policy/Services Research at the University of Pennsylvania. Before joining SAMHSA, she worked for consulting companies on social marketing and evaluation projects. For Tulane, she helped form a VIP Board, created the Medical Center’s Sponsored Research Office and later was TMC’s Director of Corporate and Foundation Relations. Dr. Stanton has won writing awards as a business journalist and freelance writer.
Daksha Arora, PhD

Dr. Arora is currently the project director for the Digital Access to Medication (D-ATM) project sponsored by the Substance Abuse and Mental Health Services Administration. Dr. Arora is also involved with another project sponsored by SAMHSA on developing an electronic behavioral health system. Dr. Daksha Arora has a Ph.D. in Social Policy and Practice from the University of Pennsylvania, and is a Certified Professional in Health Information Technology (CPHIT).

Kimberly N. Ellison-Taylor

Kimberly N. Ellison-Taylor is the Executive Director of Health and Human Services Industry Solutions for Oracle Public Sector. In this capacity, she is responsible for leading Oracle's Health and Human Services Practice at the federal, state/provincial, and local levels. With the goals of improving the quality and access to services, reducing error, and managing costs, Ms. Ellison-Taylor targets the specific initiatives, key performance indicators, and reporting requirements that matter the most to senior government leaders. With her leadership, the applications and technology teams within Oracle provide industry specific guidance and solutions to Health and Human Services organizations throughout the United States and Canada.
Ms. Ellison-Taylor's educational background includes an undergraduate degree in information systems management and technical writing, a master of business administration, an accounting certificate, and a chief information officer certificate from Carnegie Mellon University. Doug Fridsma

Acting Director of Interoperability and Standards

Dr. Doug Fridsma is the acting director of the Office of Interoperability and Standards in the Office of the National Coordinator for Health Information Technology. He is currently on leave from the Department of Biomedical Informatics at Arizona State University and from his clinical practice at Mayo Clinic Scottsdale. Dr. Fridsma completed his medical training at the University of Michigan in 1990 and his PhD in Biomedical Informatics from Stanford University in 2003. His research interests include the development of computational tools to study patient safety clinical work processes and methods to improve model-driven standards development processes. He has served on the Clinical Data Interchange Standards Consortium (CDISC) Board of Directors from 2005-2008 and was appointed to the HIT Standards Committee in 2009. He recently resigned from the HIT SC to become the acting director of the Office of Interoperability and Standards at ONC.
